codeontime RAD tool for dot net - cannot determine the root cause of an error message they display (3 replies)

I have installed 'codeontime' on this desktop and I have every MS development tool and developer packs installed, including the MySQL dot net connectors provided by this site.
Message:
"Unable to find the requested .net framework requested"

Please, does someone have any ideas?
